Born in 1966. In 1988 he graduated from the Philological Faculty of the Lomonosov Moscow State University. PhD Philology, author of many articles and publications on the 18th–20th century history of Russian culture.

Since the late 1990s Rogov has worked in journalism. In 1998–2002 he was one of the founders and Chief Editor of the first Russian socio-political online publication Polit.ru. In 2005–2007 he acted as Deputy Editor-in-Chief of the Kommersant newspaper. In 2007–2010 he was a leading researcher at the Gaidar Institute of Economic Policy.
