Born in 1971. In 1993 graduated from the Moscow Institute of Physics and Technology. Candidate of Physical and Mathematical Sciences (1994). In 1997–1998 he was an intern at MIT (USA). Doctor of Economic Sciences (2001). In 1998–2002 — Director of the Outreach Centre at the New Economic School (NES). In 2002–2004, he was Vice-Rector for Development; in 2004–2013, he was the Rector of NES. Since 2013 — Professor of Economics at the Paris Institute of Political Science (Sciences Po). Since 2016 — Chief Economist at the European Bank for Reconstruction and Development. He is the author of two books and hundreds of articles on economic theory of politics, institutional economics and economic history.
He lives in Paris.
