Born in 1975.
1997 — Graduated from Moscow State University.
2002 — PhD, Political Science.
During the mid-90’s he was an expert at The Institute for Humanitarian and Political Studies (IGPI).
Since 1995 Kynev has worked as a political consultant.
1996–2000 — worked at the head office of the YABLOKO political party as well as being staff of the State Duma of the Russian Federation. In the YABLOKO Association — first as an expert, then as the main expert on work with organizations — coordinator of the regional department.
In 2000–2007, he was an expert at the International Institute for Humanitarian and Political Studies (MIGPI). He actively worked as a political consultant and analyst in various electoral and research projects (Centre for Political Technologies, Carnegie Foundation, etc.). In 2006–2012 — Head of the Analytical Department of the Association for the Protection of the Rights of Voters “GOLOS”. Since 2012 — expert of the Civil Initiatives Committee, coordinator of the election monitoring project of the OIG.
In 2008–2010 and since 2012 — Associate Professor at the Faculty of Applied Political Science, National Research University Higher School of Economics.
Lives in Moscow.
