1981 — Graduated from the Faculty of History of Moscow State University.

2000 — PhD in History.

1999–2014 — Head of research at the Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences.

Since 1993 — Visiting professor at the Central European University, Budapest.

Since 2014 — Professor at the European University at St. Petersburg.

Since 2017 — Member of the Public Council under the Federal Agency for Nationalities Affairs.

Author of several monographs and more than 200 scientific publications.

Lives in St. Petersburg.
