Born in Moscow in 1955.
1979 — Graduated from Moscow State University, Department of Economic Cybernetics.
1986 — PhD Institute of System Studies, Russian Academy of Sciences.
1985–1986 — Economist at the Institute of System Studies, Russian Academy of Sciences.
1986–1993 — Senior Researcher, Institute of National Economic Forecasting, RAS.
1992–1995 — Independent consultant on the USAID program (United States Agency for International Development) within the framework of technical assistance to Russia, as implemented by the American Urban Institute (USA).
In 1995 — One of the initiators and creators of the Russian equivalent of the Urban Institute — the Institute for Urban Economics. She has been its president from its conception.
Kosareva participated in the development and improvement of a significant number of legislative and other regulatory legal acts, including the Housing code of the Russian Federation, the town-Planning code of the Russian Federation, the Land code of the Russian Federation, the Federal law “On participation in the shared construction of multi-apartment buildings and other real estate objects and on amendments to some legislative acts of the Russian Federation”, the Federal law “On mortgage (real estate pledge)”, the Federal law “On state registration of real estate” and others.
Member of the Government Commission on Housing Policy, member of the Board of the State Construction Committee of Russia, as well as a member of the Expert Council of the Commission for the Development of Mortgage Lending of the State Duma of the Russian Federation.
