Born in 1974 in Leningrad.

In 1996 he graduated from the State Academy of Management, Moscow, whilst also working in trade at street markets.

1996–1998 — PhD student at the Academy.

In April 1997 Chichvarkin and his business partner Timur Artemyev founded the company Euroset. The company later became the largest mobile retailer in Russia.

In 2008 he was forced to sell the company and move to London. In March 2012, together with Artemyev, he opened Hedonism Drinks Ltd. — a wine and spirits retail business in London.
